Government Construction
Our shared civic infrastructure and buildings are among the most important parts of our communities. Kubale Constructions has built long-standing relationships with many councils and state government departments over 26 years, and we’re since built the structures where our communities gather to work, play and learn. Because of their significance to our local communities, these projects are some of the most satisfying to deliver. Government work comes with additional responsibilities and compliance challenges, and our experience means we now have the resources and capacity to be a trusted construction partner in both Victoria and Queensland.
Government Construction Project Highlights
Positioned adjacent the existing public pool in vacant land, early works included drainage, sewer and soil remediation works on a site that was previously a natural swampland. The 3500 sqm ground floor slab was poured in sections on trenches with screw piles up to 6 metres deep, followed by a steel frame, roof and cladding. A second 1000 sqm suspended slab was also poured above the administration spaces as provision for possible internal expansion works in the future.
Once the exterior claddings had been completed, two courts for both basketball and netball were built utilizing a black-butt sprung flooring. Other floorings throughout the facility were largely vinyl laminates, and epoxy coatings in the wet areas. The scope included an innovative louvre-fan extraction system to keep the courts cool in the heat of Gippsland summers. Finally, at the rear of the building, an 85-space car park was completed with minor landscaping works.
Our in-house joinery was used to fit-out the entire facility with commercial grade toilet partitions, cabinetry, change rooms, meeting rooms, administration office, first-aid room, and storage areas. This included a double facing commercial kitchen to service both the new facility and the public using the existing pool.
- Significant drainage, soil remediation and foundation works
- Black-butt sprung sports flooring

This new venue hosts multiple sporting codes and provides 6 change rooms, 4 umpire rooms, public toilets, a gymnasium, a commercial kitchen and more. The scope of works including significant joinery components to fit the change rooms, toilets, and the kitchen.
This was a very challenging green-fields site with drainage issues complicating the access and the building processes. In total, the building occupies over 970m2 and the contract included the civil and landscaping components surrounding the building as well.
Our staff applied meticulous attention to measure and fit over 450 Barestone and Vitrapanel boards that form the exterior cladding. It was a challenging site with complicated drainage but handed over to a happy community…on time again.

Won in an open tender situation, Kubale Constructions was awarded the contract to completely renew and extend the existing shire offices. The partial demolition required the preservation of the super structure including the valued existing structural timber beams.
The building architecture and colour/texture palettes reflect striking references to the various environments found in the shire. These include the inverted eave lines referencing the alpine ranges and the colours and patterns of the rainforests, rivers, and geology of the region.
The increased footprint of the project was just over 1500m2 which included open plan office space, acoustically designed meeting rooms with movable partitions, commercial grade wet areas, the reception and entrance foyer and a services room.
At less than 6 months, the time frame was very tight. The project was completed on time and on budget and the client has repeatedly expressed their satisfaction with the way we conducted ourselves and executed the project.
- Demolition to retain existing superstructure and exposed beams
- Complex inverted eave lines
- Internal joinery construction and fit-out
Kubale Constructions has provided minor works and maintenance services to Baw Baw Shire and other regional councils for over 20 years. Included in our portfolio are numerous public toilets across the townships of Gippsland.
Typically built on small slabs, works generally include the construction of prefabricated buildings and the installation of all appliances. Project scopes often include the adjacent landscaping, drainage and minor civil works.
While not glamourous work, we maintain many contracted and casual relationships like this across several sectors and across Gippsland. We operate on-call, on an hourly basis, but we also quote small works where greater financial control is demanded.
- Prefabricated buildings
- Quick turnaround
- Long-term relationship built on trust
To address the changing business and community landscape of the Latrobe Valley, this project involved the re-purposing of a car dealership showroom into a youth space. With very limited state government funding, this project was begun on a very tight budget, yet required durable finishes with broad appeal.
The building interior was stripped and painted a deep grey providing a canvas for very bold colours and feature partitions. The joinery package involved complicated curved geometry requiring and involved the standout feature of this job which was the kitchenette splash-back.
Under a firm timeline, Kubale Constructions staff turned this building over to the Department of Health and Human Services within budget.
- Custom splash-back materials
- Full joinery package with curved geometry
- Bold colours and extra-durable finishes
- Tight timeline and budget controls
As part of an ongoing relationship, Baw Baw Shire awarded Kubale Constructions the contract to build new club change rooms and the associated facilities at the Drouin Recreation Reserve.
Initial demolition of existing building took place before construction began on the new 640 square meter design. The new building included various change rooms, catering facilities, shower blocks, storage rooms, a medical room and a large, covered pavilion.
While the construction techniques required were largely conventional, the project required significant liaison between the multiple and differing stakeholders.
The total project value was approximately $1.2m. It was completed on time and within budget resulting in a very happy client.
- Structural steel with sandstone block-work cladding
- Commercial kitchen fit-out and epoxy flooring
- Demolition prior to construction
- Exceptionally tight timeline
The Darnum Memorial Hall is located in the centre of the village and services the Baw Baw Shire community.
Kubale Constructions were awarded the tender for the repair of the exterior claddings. Works included replacement of the existing cement sheeting and weatherboards, replacement of the flashings to the barge ends, minor insulation and plaster works and fresh paint. This project required only conventional construction techniques with some sensitivity to the heritage elements of the building and the community’s need to use the building whilst the project was underway.
Collaboration with the Darnum Memorial Hall Committee, local services, Baw Baw Shire and the local community was a key factor in the successful completion of the project.
- Demolition and replacement of claddings
- Collaboration with the community

Frequently Asked Questions
What is meant by government construction?

What is unique about government construction projects?
Government construction projects are distinct due to their public nature. They typically involve strict procurement processes, high levels of public accountability, and complex stakeholder management.
